This is classic. The bad players tend to flock to the winning side. What then happens is the fun part: They starting to lose there as well due to the masses of bad players and the other side which got now rid of the bad players is now dominating. Rinse repeat. This goes on forever.
Without the lockout timer it used to happen a lot faster. In t1 when you have won like 10 SCs in a row you are suddenly starting to lose because there are now tons of low level noobs in your group.

Overrated = means its rated too highly

It absolutely is overrated. 1050 Str and bonuses from items will get you enough strikethrough that unless you're a Chosen with ridiculous 70-80% essentially passive parry it's not going to be a huge damage increase.

I dont understand why anyone would compare strikethru from str/items to rampage : D Problem is that challenge's dont matter because slayers can spam 24 aoe flurry and in few seconds get rid of the 30 % dmg nerf from challenge. Also negating all avoidances and how guard works now it makes the ability insanely powerful. Run away is amazing as well, i would love that SW's swift strikes would be given to AM but it would heal your grp like 500 per tick 3 times while fleeing away at the same time from the melee's trying to kill the am, maybe add 10 % aoe snare on it as well. Also green an cleanin / ishas encouragement needs to be whole grp. afaik 1050 STR against 80% parry on Chosen would drop that down to 55%ish on its own, and then there is usually 6-10% additional passive strikethrough from items.
Then add in something like Furious Howl (Destro-only melee advantage) and Pierce Defenses and it should go down to 20%.
Against un-cced, undebuffed, unshattered Chosen who have way more Parry than they should have, it'd increase your hit rate by roughly 25% from the front, as the most extreme example. This is a big boost but not a game-breaker. There's always Numbing Strike (tho it's on a 60s timer), using undefendable attacks, or simply hitting from behind, etc.
Changing it to an on-demand 25% buff rather than rage-dependent might not affect the skill too much, other than hitting through CM.

It doesn't do anything to dodge chance, it's not a debuff applied on enemies, it's a buff to the slayer's attacks.
