This is endemic to the genre in my eyes. Every MMO endgame hits a cap for the content available and the gear you can collect. Have a little perspective on the server itself, its still in active development with a fraction of the staff and resources that put the original game together. The nature of the WAR-Emu doesn't mean you go in, flip a switch that says 'Take Cities: ON' and the content appears all restored. The developer diaries do a good job of showing that this game has been rebuilt as much as resurrected. More content is coming, more equipment is coming, try and be patient and understand the reality of the project.

When LotD came out on live it had pretty good end game gear. Then later on scenario weapons were introduced and city sieges were redesigned. So with enough grinding you could get best gear in game through those means instead.
So, if LotD was introduced you would probably have to make some of the gear better, especially from the Colossus bags to motivate people to show up to kill it. Purple bags from keep sieges are more worth than purple bags from Colossus then people won't really bother going there.
Also if city sieges are introduced I would much rather see the original design with the warlord and sovereign warband instances. As long as the transition from stage 1 to stage 2/3 is fixed so it only depends on your instance instead of depending on all instances like it did on live.

We’re working on fortress actually , end game content will come one after the other for both pve and pvp

No, this is not true.
WAR is a different animal to the rest of the MMOs out there. The hardest content was always fighing the best players, regardless of where, both 6 man or WB guilds. The content was always created by the players.
Who cares if cities are available? That's content for who? 3 guilds? The rest will be pug instances that people leave. Similar to the 6vs6 SC. I can imagine the call for PUG only city instances. Forts were removed for a reason.
