why should something get buffed because its perceived to be bad in city? the game doesn't actually revolve around shitty according to what the gms/devs want. id rather just see city scrapped and royals added to rvr instead.
its just a **** design in almost every aspect.
1. not getting a pop for 30 minutes
2. can happen any time of the day and often at bad times
3. random mm
4. defender bias
5. not getting a bag for 3 cities because of rng
6. all three stages are won by pve in a **** pvp game

Yup normal comp w/ our alliance 18 man queue 2/2/2 with slayers/wl/bws, got crappy 6 man pug on our side which probably made the difference for them having 10 AOE dps and more 8 healers vs our 6 from 18 man. Yes we try to interrupt channel, think we're stupid? You have 5 mSH trying to spam channel and BO/Choppa have their Cooldown reducer that doesn't allow Order to keep up w/ interrupting every channel. Play this game enough and you'll notice that realm balance comes and goes. Each side gets it's time in the spotlight.
There are a lot of contributing factors to this: class balance, time of day, numbers, organised warbands.
I think the easiest way to help your side is join an organised guild that runs warbands and, if you play dps, also have a healer/tank leveled up to fill in any gaps.

This is mostly Order's own fault. I've been in a lot of /5 grps that have either failed to detect that some of the ppl they found are in Vanquisher or less and we are fighting an all Sov premade or maybe there's ppl not listening in disco, there are a lot of variables to cities where one or two botched warbands skew the performance wildly when there are only 7-10 instances going.
I see a lot of crashes where we are fighting with 22 or so.
I don't think there is a class balance issue other than that some of the dest premades are really good and extremely well geared at this point. On paper there is no reason they should lose as there is no comparable guild grps on Order most nights and Destro is better geared, higher renown, and more experienced.
60% win rate is normal when it comes to destro, with the low pop that the screenshot from the OP shows it does not surprise me that destro made a clean sweep.
To fix this ppl would have to dedicate time and effort to Order but most days ppl just hop on the winning side and ride that zerg baby so why bother with Order?
