Cannot find war.exe

I used a different guide that had me redownload the launcher to the main folder, cannot find that guide anymore, however, I played using that method and Tixati yesterday.
Today I go to launch the game and it wants to download the whole game again.
Upon starting over this is my current progress:

Used Tixati
Downloaded the 11.9 GB of game files
Clicked off read only box and applied to all folders/subfolders
Go to launch with Ror.launcher and it tells me it cannot find the war.exe file
Stuck

What do?

Upon further inspection, read only is remaining toggled despite my very very very best efforts to untoggle this function.

Jump off bridge?
Sledge my PC?
Run to Colombia and make Colombian babies?

Two days ago these instructions worked and I played for a hour or so

today it wont even load the game says war-64.exe cant be accessed
