Furthermore from what i remember from that one post by SigmarPriest he said devs dont want to add vendors b/c it will take up too much time/resources and im guessing that raising the level cap will take up less cause most lvl 14 abilities are working from waht i saw during the 5/22 patch

i would say both the vendor and level increase if possible.Bloody vendors would be nice since it can level the playing field more and would make it easier for some classes with horrid drop rates like slayer/choppa to actually get geared easier without it being a giant pain in the ass. though if i had to choose then definitely the level cap boost over vendors.

I would like to see a end patch for t1, This are just some ides:
Lvl cap raised to 15.
New Spells to lvl 15.
RR cap raised to 25.
The scenario Khains Embrace added to the game with just the normal catch the flag system as in the other scenarios. (As there is no working mechanic yet from what i have red on the forum)(Elf t1 scenario)
Pillager's and Wicked Gear Vendor added in the game Require RR 21,22,23,24,25 to unlock and use the gear. For some progression Or higher drop chance.
Bloody gear vendor added ingame with RR Requirements or no RR Requirements Or higher drop chance.
This not about giving people free gear, its about to make them work to earn it. Also its a way to eliminate most of the farming.

Add some mobs with 50% drop chance for greens, 25% for blues with fast respawn timers and about 20-30 spots to spawn. Sounds retarded? Yes, a bit but no vendors needed then, no frustration for gearing up, items are worth less and so is the gold. Gold gathered from sc-qs would be enough to rebuy everything from AH.
It's alpha testing time - this won't continue if the game is complete so why not take the "exceptions" up a notch?

U dont have to gear them up. For 15 silvers u can buy them new equiptment in the capitals...........

Remember that Devs vision is to push the server to be as it was during live. To push the level cap a little would be along the lines of that goal.

Iirc original tiers of WAR:
Tier 1: level 1-11, player gets bolster buff to level 11 from level 1 to 10
Tier 2: level 12-21, player gets bolster buff to level 21 from level 10 to 20
Tier 3: level 22-31, player gets bolster buff to level 31 from level 20 to 30
Tier 4: level 32-40, player gets bolster buff to level 40 from level 30 to 39
Not sure on bolster though.
The change to the new tier caps was done because of the RR80+ crap. Along with this came the gear inflation. It rendered the PvE gear available in the tiers completely useless (no point in doing PQs and instances anymore), as the altered PvP gear was now superiour (higher armor sets with lowered level req.).
These are the tiers introduced with patch 1.4 (low-tier PvP armor set changes came with 1.41):
Tier 1: level 1 -15
Tier 2: level 12-26
Tier 3: level 22-39
Tier 4: level 40
The fail-by-design-problem with 1.4 was, that mythic released "Tier 5/6 gear" without "Tier 5/6 areas". This made all the alterations after 1.4 necessary that ruined major parts of the game.
So i can't see any reason why the new tier caps should be necessary, without the RR80+ crap used in RoR.

The real old sovereign set was crap. Same flawed itemization and one-sides spec options, as dps healers like Sham/AM were done with Conq set aka rr55.Luth wrote:

The new Sov set on the other hand is far better than all sets before because the itemization stat-wise is correct.
Which is no problem with the progression past 1.4. as you enter T4 with a higher renown rank without big power gaps.
Entering T4 with Annihilator, fighting Warlord or above geared chars is a big jump under the old tier system.
T4 progression was the problem, which doesn't exist in the newer tier system, as the jump from T3 to T4 is a small one.
All brackets are much more overlapping each other, giving players the option where to fight.
The only imbalance are lotd items in T3 and rr80+ items in T4 in general. Something you can easy fix.
PQs, like all PvE content, where still valuable for alternate appearance items.
Don't believe that people did PQs to get items. They used RvR gear bought for currency (far before they changed them to war crests) or earned from keep bags. It was changed for a reason because Conq and higher items were too hard to get.
The only time anyone did PQs was for zone locks because they had to do it, not because half the server liked PvE.
People who played PvE (PQ/Quests) because they like the story gave a **** on gear quality.
Your point about PvE armor sets, which became useless is valid. Something they didn't changed on live server. There are solutions for this problem, to bring them in line with same tier PvP armor sets.
Dying is no option.
