Waiting a minute or two can sometimes be enough to lose out on city completely. I've been in WBs that have queued within 30 seconds and didn't get into the city until less than 5 minutes remaining on the queue timer. edit: it also makes forming "perfect" warbands much harder too. Often you just have to fill out with any 2-2-2 just to queue on time. We don't have the luxary of waiting around to find all the right classes
