help please; No spell animations are playing

Playing my sorc and any other character i notice when i cast spells, no animation happens, no glowy doombolts or aoe spell animations, nothing.
the spell still takes effect though, monsters take damage or the spell happens, etc.

im not sure why, my computer is high end and im running the game smoothly on highest graphics.

no latency issues.
