1. Why does it need to changed:
As it stands, this 11-point tactic is extremely underwhelming - a very small (712 with a maxed out tree) damage shield that's granted at (at best) every 30 seconds. It's worse than the baseline Imperial Emperor's Ward. Since damage shields go before any mitigation is applied, that's no more than one ability or one auto-attack.
A tactic requiring such a large investment should be career defining and it currently is very, very far from even being useful, let alone career-defining.
2. Proposal:
Protection from Heresy/Enveloping Shadows:
Whenever you use an Execution/Frenzy, you and your allies within 60ft will be protected by a barrier that will absorb damage (values below for a maxed out Inquisition tree).
1 Accusation/Blood Lust: 300 damage
2 Accusations/Blood Lust: 400 damage
3 Accusations/Blood Lust: 600 damage
4 Accusations/Blood Lust: 900 damage
5 Accusations/Blood Lust: 1200 damage
3. Justification.
The proposed change, it gives the WH/WE a useful group utility, which could potentially (depending on the final values of the shield) end up making them more desirable in WB content as well.
It's similar to SM/BO damage shields, but I'd argue that since these don't require a tactic slot (and a much smaller point investment, which is just five points), it should be more powerful.
While it could be used more often in theory, the low value of the shield at low Accusation/Blood Lust counteracts that.
