Remove WSCT addon, it lowers your framerate, also review this post in regards to help with increasing performance.

I did all the steps, haven't noticed any difference regarding this behavior

I have major problems with buffhead, like game starting to stall on player select more and more, untill Its basically unplayable for some reason, so try dissable this also.
