Altdorf and Inevitable city main NPCs question

Hi, I'm new to the game so I'm still finding my way around and I need help. I notice that NPC Kaige Mortem in Altdorf and Riccekac Warshard in an Inevitable city doesn't give me any quests. The book icon above them doesn't appear at all. Do I take quest for scenarios from them or their purpose is just to hand in the quest? And if so, where I take those scenarios quests? Thanks

You receive the SC quests from inside the particular SC and hand them in at your main city.

I play around with Social Media, troll our players on Discord and officially hate anyone who plays a dwarf.
