Legendary Twink T1 Pocket (RvR/SCs drop)

No exists some way to stop XP in Warhammer to make twink characters, i propose this:

- A item can only can drop in T1 RvR or SC, with a very low chance to drop (0.01% for example), legendary item (orange) called (for example) "Cursed Medal - A warrior weared this item gain a strange power, but lost his capaccity to learn things."

- Bind on equip (tradeable)

- Character can't gain XP/RR if he/she is wearing this item.

Is only a idea, i know that T4 is endgame, but this item is only to make one character for fun in T1, not for farm RR easy.

Absolutely **** not.
Instructor's boon (-75% xp gained) already exists and it shouldn't, let alone a -100% xp gained item.
