Yeah it's pretty weird but I'd agree that lower ranks get pushed further down in priority for fort reservations.
While I was lvling my sorc for the guild, I usually led wbs and did sieges, supply runs, ambushes, etc...
So when the keep finally has fallen and the zone locked my whole wb would get a reservation (or at least those that were 40/40+) and I'd be left out, it happened to me like 4-5 times in a row. But sometimes when I play my tank it only takes me to get into the zone and just cap a flag, or kill someone/do a single supp run and I have the reservation.
