Getting the following error when trying to launch the launcher, please help!!

"art.myp' is denied"

I had this same issue and had to dig around for a bit. Not sure why but it seems it is an issue with all the MYP files. If you delete them and then run your RoR launcher it will re-download them and update as needed.

Remove write protect on all the files for the game

Would also suggest that placing the game under program files is not good as windows will write protect the files again

So move to something like c:\games\....
Then remove write protect on the game and all its subdirectories
