Not played ror in a few years and I am really enjoying T1.
I've noticed when empire and chaos pairing lock down on either side people stay to kill each other when they should move to the next pairing and fight there.
What I suggest is to make people move on if they don't want to is to put in:
A renown and xp debuff so that you don't get any benefit in staying in that rvr zone to force people to move on or.
A harder more cool way would be what ever faction locks zone down the NPC's from that area they spawn in the rvr zone against the opposing enemy and they maybe stay at the battle objectives or near the enemy warcramp forcing people to move on
A portal in warcamps when lock downs happen so people can easily move onto the next pairing zone.
I like the portals you have added in which wasn't in retail and it does help. Maybe expand it to help people who are new to the game and keep the battle moving ?
Any ideas or thoughts from other people would be great.

There were incentives in the past.
No more RR, or similliar stuff.
Still people in Nordland didn't moved out of Nordland. It is somehow burned into them by the endless free Trial days maybe.

It's most about reading; map information, quest lines, zone information, RvR zone lock information... If you too busy smashing stunties, nothing will make you move.
You can get quite good t1 RVR influence gear from the other pairings + quests for even better gear, and everyone starts with the book which they can use to get to own racial home zone.
Yet it still comes down to a 24/7 brawl on Festenplatz.

Auran is right, its mostly the fact that people don't realize its time to move and/or don't even know how to go to another zone.
A zone-wide system message and a questline that explains locking, influence and flying would probably help, though i imagine a lot of people skip quests since its a pvp game
