[BW] PVE optimization

In an ideal pve situation, no adds, no weird mechanic, just one mob tanked by a tank, infinit heal and AP. What abilitie or combination gives most DPS?

Cus the way I understand by just looking at the numbers, nothing beats Fireball with Close Quarters tactic. And if so, is there any reason to ever use anything else in the "ideal" situation, and if so why?

Would it make sense to go full Incineration and use Fueled from within + Crown of fire to maximize dmg from fireball?
