Level sinc Question

Hi, i have a simple question about level sinc,
is possible to sinc to a low level friend, to help him with quest (as i see if i am in party with a low level, if i kill some objective mob my friend not get the counter kill on quest ) ?
Or i have to wait until is at my same level for doing quest together ?

for some odd reason quests cant be grp down only 1 person gets credit for it, dont ask me why.

bugeed that is why. quest should be doable up to a full party.

So, this mean quest can be done only if both are on same tier and level right? (except for quest to loot as i see )
