Incoming + Outgoing heal debuff - who gets it?

Please forgive me for necro-posting this, i want not to make a new thread.

I play Kotbs in duo with a Wp friend of mine.

If i play "Now's our Chance!" aura ( -25% outgoing heal ) + Wp Absence of Faith ( -50% ingoing heals ) does the effect stack?

If we train a enemy healer who heals himself , are those heals 75% debuffed?

IHD 50% OHD 25%
50% X (1-25%) = 37.5%
the healing target only get 37.5% of the original heal

Not the healing target but the healer that heal himself.

Ohd and ihd stack only when the debuffed healer heal himself. Otherwise ohd make your heals 50% less on your target (beside you) and if that target got ihd, heals from you are reduced by 75%

The thing is that focused healer survive not because his heals on himself but from all other defensive tools tha he got (and that tanks provide) so ohd is not so good for small scale fights and scs
