First of all I'd like to thank and congratulate the staff and owners of this server - thanks to them Warhammer Online - a game I liked, although never really loved that much - is still alive, and what's more it's being actively developed and hopefully getting better - thank you for that, truly.
Now to the main point - be mindful, I'm not a new player who stumbled upon RoR last week, tried it, got bored with pve leveling, died too much in RVR and is now crying on forums - I tried to look up when I created this account, something shows me 2015..? but I DO remember creating an account and trying the game when only T1 Order vs Chaos was available - and let me say, these were super fun times - there was some kind of level playing field, and community all in one place basically, so basically I'm familiar with RoR for about 4 years, however casually.
I've just recently got back to the game - I have a couple of characters - my most active was lvl 18 (now) Marauder that I played most in 2019 - within January of casually playing I advanced from 10-17. During my playtimes I sticked to ORVR at first while being always queued for scenario - invites were rare, so my playing exeperience could be divided into:
1) ORVR -
- T1 is fun although due to not having a lot of skills at your disposal it was mainly back and forth
- the passive XP/Renown gain was nice, but waaaay too slow,
- people afking at BO is a silly concept, both because it's boring and gains are microscopic (but still gaining without doing anything, so I guess for them it's some way of advancing).
- The only serious XP gain was from locking the zone, but it's something that happens once per X mins, and usually due to one side rolling the other - which is just not fun.
- Having moved to T2 now, especially during the time I can play - it's mostly dead, there's no groups, nothing to do, usually one faction rolling the objectives with NPCs
2) Scenarios -
- During T1 I it was a fun, but I have to say a very rare experience - didn't get too many invites sadly, but I assume it's due to low population during my playtimes
- T2 - it's a 2x exp this week so I guess there's more people - but from my last 2 days of playing it's been a 1-sided rolling, not really sure why there was such a disproportion, some people on chat said it's normal at this time, and that Destro doesn't really have healers? Dunno.
3) PQ(?)
- can't really call it an experience, I tried joining some Sigmar PQ open parties created by higher levels which were supposedly good for the leveling, but never got anywhere - here's my lack of knowledge how the PQ leveling works if something like that exists
4) PVE -
- During my 10-17 journey I found this to be the most efficient way of leveling - and it wasn't even turning completed fetch/kill X/go Y quests, but just killing mobs for 2k exp vs 5k exp reward from killing 10 of them as asked by the NPC, but then turning 5 quests at the same time after clearing a location was a nice boost
- Here I have to just think about all those non-DPS classes that want to PVE (solo of course) - can't imagine healer or tank doing that - at best the pace is much worse, at worse when by mistake they pull more than 1 mob, they're dead or gotta run, I suspect
- Today in 1.5h I managed to gain 1.2 levels - be mindful it's with 2 exp event - after leveling up, and seeing how slow the progress is, I just don't feel like continuing.
Now a couple of things:
1) for people who say it's all about the journey not the end - I mean for T1 you could make that argument, but T2+... nah, there's not enough of people playing to just have fun in these tiers, atm. it's a small community in T1 and a lot of people in T4.
2) for vets who are at max rank -you have my respect for the commitment - I understand that you don't want others to have it easier to reach the max rank to avoid suffering you've suffered, but I'd say it's hard to level PVPing now, and PVE will just turn people off, and in the end everyone wins because there will be some new blood.
3) There's also a question if allowing a player to level up quicker, player would learn everything that is to learn about his/her class - I think that wouldn't be a problem. I wouldn't really want to drastically increase "exping", just making it less of a chore.
How do others deal with slow leveling?
I think I would base it on some solution provided by the recently released new DAOC server (not trying to advertise, but the leveling mechanics are very nice - nice enough that I actually hit max rank there):
1) Double XP from a mob - one in a form of EXP that you gain immediately, and the other in the form of an item you can turn in whenever you want for exp - to finish up a level or something
2) Individualized tasks of killing type of enemy (PVP/animals/humanoids/reptiles/undead) that give you about a 30% exp towards new level, especially on lower ranks that reset daily (kill 15, 31, 50, 75, 100 - each threshold gives you a reward, and a mob has to be of equal level to you so you wouldn't abuse the system) - you have to do these tasks solo, being in group disqualifies you from advancing
3) XP items - specific items that drop of a mob that you give to a certain NPC in the world for a giant exp gain
I'm not a fan of copying same mechanics.. but these are some great ideas that helped me a lot, especially when I had nothing to do PVP-wise, why not add some kind of that here...?

Use the search function to find any number of developer responses regarding leveling speed on the server. Your experience is in line with intended expectations.
