Well, yes and... no.

All siege weapons are considered as "animated " objects, and not as assets. For you, it is probably meaningless, but we are actually unable to take an asset ( a static object) and make it "dynamic". Now i guess IF we had siege towers, it would make attacking ram a bit useless don't you think?
Of course, I understand that siege towers are a part of landscape. If there are no ways to cut them out, at least they can provide a reference for 3d modeler to make an asset.
Regarding the balance, siege towers would be available only at 4 or even 5 stars rank keeps. And even at this rank, they don't replace ram for numerous reasons. The main reason is that after you jumped off the ramp, you're surrounded by enemies from all sides and are extremely vulnerable. If you played the old TW games, before they introduced the stupid 1 vs 1 system, you know what I mean.

EDITED: Besides the alternative road during the keep siege, another reason to have siege towers somewhere in the future is that they make sieges friggin EPIC. You just can't imagine a siege without siege towers. They are unspeakably cool.

Would only work for the outer as they wont be able to fit under the gatehouse either. It would be too easy to just roll em up to a wall. should be painstakingly slow or perhaps to build the damn thing with supplies? Otherwise it is just a way for the zerg to go up the wall wioithout having to break down the door

Well, instead of siege towers, why not those throwing ppl catapult? Just like the orc one on one of the teasers... (I think). Also using the resources mechanic to limit the number of players launched!

Setting up a siege tower on this inside after taking down the outer walls is ridiculous. I don't recall if siege towers existed in live but I sincerely don't remember them, in which case adding this to the game is a lot more work than just having client control. Never make the assumption rebuilding an emulated server is easy.
