ive been trying to roll a destro character because theyre always heavily outnumbered by order, despite order being my main just to help them out and help combat this "Zerg" issue but no one wants to sit through T1 absolutely no one

Imagine this... your pov on t1 and your experience with it are just that, yours. In a game where pvp and players are the content these types of hurdles happen... sorry but its true. I do not think having an instant 40 button is a good choice. Just means there will be tons of throw away toons from people like you that CBA to do somethjng else for a few hrs... like pve. That said if you dont have the patients to go spend 3-5 hrs in pve so you can lvl out... then you wont last long grinding gear and rrs. My 2 cents, back to WoW. I believe they advertise instant action (for a price)

The current bolster idea is pretty awesome to get from t2 to t4 quickly. The developers have done a great job with it. Seriously a fantastic idea. not sure it needs changing.
The bag roll loot could use some work, because from 31-40 they are usually useless, however that is nitpicking. They could fix that by adding a single armor potion or a lower level liniment equivalent as an option. That would incentivize even more playing.
I agree with Thargrimn though, it is super easy to level out of t1. You can do it in an hour or two with a group with PQs. Go to t2 for the PQs because you will get influence rewards that will be useful as a lv16 in pvp.
Sometimes some of the developers can get a little salty or abrupt with their replies but don't let that take away from your thoughts on the game - The team is generally makes excellent decisions.

primary IB 8X, EN8X, WP7X, SL7X, KOTBS6X, and a bunch of under rr60 toons on order and destro with other classes.

Make friends. Put a 6 man of Order together and roam. I always prefer being on the outnumbered side in T1 because roaming is way more fun, and the XP for AAO is incredible. Not to mention you can keep queuing for SC's in a roam party. Get creative, utilize the siege weapons at the war camp and kite the zergs.
Or just do PVE.
I've personally leveled plenty of characters in the past few weeks in Tier 1 and have no issues. All of the characters being Order.

Might be your experience but hasn't been mine. I've been doing nothing but T! for weeks with multiple classes and Scenarios pop all the time (NA 9pm CST up to Midnight). They are the fastest way to level and of course at times the most frustrating. Add in some PVE while waiting for a pop and you can get out of T! easily. I'm always seeing the T! lakes swapping sides as well. Maybe it just seems this way to you during the time you are playing. seriously, just get a few friends to play and t1 is all you need. no one from my group wants to commit to endgame grinding but theyll hop on for some t1 roaming. t1 class balance is actually pretty good.
