Now I'm sad because I always thought the two capitals is how this game was supposed to work. Having six capitals in this game would have been insane. Damn you EA, why must you be this way!

Good idea, bad implementation.

Seriously, they had plenty of feedback during bet on issues the game had but were pushed to get the game out because EA wanted some of that Blizzard money. The game needed probably another year to fix issues to launch a lot better than it did.
