The Everchosen quest(buged or removed?)

There are no Harbinger of the Everchosen and some people said me, there there are must be a portal, but... there are no any portals=\ Help me plz=)

The quest Is buged at the moment. It was reported on the bugtracker a while ago, but no one had time to fix it yet.
