Time sink is something that takes you active time of gameplay (for example farming Rare Fortune set is time sink), waiting for dungeon to unlock is not time sink. It is just timer so more casual players that can't spend 20h on the release date have a little more time to get organized and acquire new gear.

I'm not sure I understand what you think the problem is. You say you like that the game is PvP centered, but then say that it's difficult to obtain the PvE gear. You don't have to ever enter a dungeon to be competitive in PvP, in fact basic gear for PvP is available from vendors in the Warcamps, Keeps and Main Cities. Higher end gear drops in PvP bags and can be bought for tokens that you get just for participating.

The new Sentinel gear is approximately the equivalent of Dominator/Conqueror gear, maybe a bit higher - but it is not an absolutely required set to obtain. Adding dungeons to the game just gives people more options to acquire gear, it doesn't really add to the over all grind. And having more options like dungeons will draw in more players who may not initially be interested in PvP, and more players is always good!

thanks for the clarification- you are correct it isnt a time sink in that way, just a timer. The reason you mentioned is clear for me and counts as a valid arguement for 4 weeks.

ok, looks like i really failed to explain my point of view or a misunderstanding.
Basic Gear brings you not even close to an acceptable level of gear. Gear farming by just participating again and again is in my view not fun and more of a grind. Easy to get PvE Equipment would be good because you would get "competitive" Gear for PvP fast (Beastlord in the past is a great example for that).

Iam with you that the City Dungeons are in NO WAY Bad, it is cool to have them!

Welcome to MMOs
... the Server wasnt always this Way, and WAR and RoR also differed a little from the casual MMO ... so why this comment is true there is no reason to at least mention that this mechanic is not the favourite mechanic for every PvP focussed MMO Player.
(otherwise there wouldnt be other PvP MMO private Servers without any gear grind popping up again and again :) )

you missed pvp MMO 'RPG' part.
this is not moba pvp.
it's the game with contents for player to consume.
your opinion is like i want everything in 1 hour play.
ok you fully geared in a week, then what?
ask for next gear/contents?

half the community cry for new contents.
other half cry for easy consuming.
what would it be if designers follow all the cries.
there's reasons for progress curve.

it was in no way a cry and i made pretty sure that i do not speak for the majority but for me "and probably" the ones i regulary play with.

and no i dont want to get everything in 1 hour .... but one of the real benefits of RoR was that you could play a pvp mmo without a lot of grind so even with limited time you could play without feelin outgeared ... and that becomes more difficult for new Players with each tier of Equip.

Just so you know
a tank can be competetive in ruin gear(starter) if they know what they are doing
a healer can be competetive in anni gear(pretty much starter) if they know what they are doing
a dps probably needs a bit more gear above this mixed and to know what they are doing to be competetive...
Obviously better gear helps, but more important is knowing what to stack and use /synergy/teamplay roles...

The gear is no where near as potent as live lol, where that was broken and op / abused... Dev team is very cautious of not trying to break things with "imbalances" that would set everything ablaze and can't fault them for trying to avoid that drama waiting to happen.

Was conq nerf needed? probably not but they trying to restructure things so you can see why.

On live dungeons had lockouts also... the main issue is that there is a bug with lockouts.

You the player have options on how you accquire what you want... its easier than it ever was / more choices.

I lead a warband today to help nrm stop zone lock and flip zone in our favour = my warband gets top kills i get zero bags for leading and taking most damage (even with extra guild contribution enabled) because enemy runs away and doesn't want to fight after dying a few times ... so we get punished for being competetive and twisting AAO... I don't see too many people seeking competetive pvp, just easy gains where ever they can take them. So please don't complain to dev's about making things easier to accquire when they already have made things easier and punished organised play for it in the process to appease puggies who want their cake and eat it without putting in much work then complain about it LOL... it really leaves bad taste in the mouth to see such complaints when they handed it out like candy for rng time played and little effort compared to the past where you actually had to earn it and fight hard always.
