Hi,
We're a group of 4 that reached cap last week through questing and now that we got ourselves familiar with the game we're looking into levelling up secondary characters.
I've had a look into similar threads but they aren't particularly specific or (potentially) outdated i.e there might be a better way nowadays.
We're playing Destro.
So are we grinding mobs? if so where. Or should we just chain quests?

No sarcasm at all. I just think if you ranked your first chars up with pve grinding as well, they won't be at any cap.

Dying is no option.

Speaking as someone who has leveled up a lot of alts, here is the advice I can give you.
1: Questing
Questing gives you really good exp. You get bonus experience killing mobs for your quest as well as handing in that quest. The bonus is x3 in your racial pairing, x2 in all others.
That said, there is a bug with questing. Whoever the group leader is, they will not receive bonus experience for killing quest mobs. The way my friend and I get around this is we rotate the group leader around, but you will still end up losing a considerable amount of experience.
In addition, keep in mind that if there are 4 of you, there might be different races so be aware of who is at what level and be prepared to jump from one racial pairing to another to help catch up whoever is falling behind.
Also: You need to be within 2 levels for ideal leveling. You'll start getting penalized beyond 2 levels and won'y gain anything past 5. Try to keep within 2 levels for pve.
Public Quests:
These are good to do to gear yourselves up as you level. Just doing a PQ a few times is all it really takes to cap out the influence for a chapter. These rewards are better than quest rewards (not counting the epic quests. For more information on those see the wiki at the top of the website)
All t4 PQs will drop Ruin tokens/gear. Ruin gear is good gear on your way to rvr t4 gear. You don't need ruin gear, and it would still be faster questing, but it is an alternative to be aware of.
Scenarios:
Scenarios can be the fastest way to level while also getting your renown level up AND getting tokens for RVR gear....
...if you win. If you end up losing badly you won't really gain much and it can be a waste of time. Scenarios are also unreliable as there are times when they just won't pop a lot judging from the complaining often in chat.
Open RVR:
This is the most reliable way to level your renown up and start working on your t4 rvr influence gear. There is t3 and t3 gear as well, but my experience is you won't likely get them. The progress is too slow and you might not be lucky enough to spend enough time in either before you level out.
The experience can be the slowest. But there is a reason to not ignore your renown level...and that is conq gear.
You won't get good lvl 40 bag drops until you are level 40 renown 41. So if you are level 40 and renown 20, your bags will just be low level stuff you don't need.
While I've done my share of leveling through pve, my friend and I have found that doing open rvr until we're renown 41 and then doing pvr the rest of the way to lvl 40 is the best way to level.
Each path to leveling has its ups and downs.
