You're the one making the claim; you should be the one proving it.

This can easily be test with a chosen/bg full parry + discord.

Last time i checked it works like this: if WL pull gets parried it goes on CD and you cant use it again until it comes off cooldown. ...However if WL has morale 4 rampage up cd's reset immediately and pull can be spammed.

Did you bother to check your combat log to see if the pull was actually parried multiple times in a row? Either way, M4 means spam pull is possible but that's not how it normally works.
