T1 Question

If you find yourself at level 16 in a scenario, you are unable to use your level 16 ability.

My question is if you spec into a 4 point tactic would you be able to use it in a T1 SC? I dont want to go through the trouble of getting it only to find out I cant use it.

How do you spec a 4pt tactic, when you only have 3 points by rank 15 (11,13, 15)?
Dying is no option.

Looks like you can get the havoc set by 15 for the extra point.
