Gruesome Trophy: What is it?

So I've tried asking in advice channel about what this thing is for, and got a couple responses about it being something I use in the library in Altdorf, but I went around to all the vendors and I haven't been able to find anyone who uses it as a currency.

Anyone have any idea what this is used for? Or is it something that is no longer implemented?
