I only play Order side as of now, just to preface what i'm about to say. Also, never made it to t4 before.
Are mdps besides possibly slayer just relegated to mop up duty? If I want to be in this thick of things as mdps but not feeling slayer too much does that mean it would be better to just go a 2h SM or something like that? Just from reading forums, the impression I get is t4 is just tanks, healers, and rdps. Am I wrong?

You're right- for the most part.
Although they're actively seeking ways to improve careers, not sure if it's for small scale or large scale though....it seems to vary, but they're limited as to what they can do for now...
I personally hate the stance dancing mechanic of BO/SM, but if you enjoy it- why not try it.
Well geared Kotbs deal a lot damage though, and they have great tactics and "panic-button" morale abilities.

You can actually dish out some AoE damage with WL aswell. It just doesn' have the utillity of Slayer and the damage of a BW hence why it's considered weak in this department however you're able to help and interupt a Destro Morale dump

As for WH it more or less about dropping Dragon Gun on enemy backline to outgoin healdebuff debuff the healers as rest of your group burst the frontline.

Honestly hard to keep track of what has been ninjanerfed and what is nerfed on purpose.
WE/WH absolutely no role in the massive RVR fights apart from trying to look useful at the sidelines and ganking at the back alleys.

In pugplay its rdps>mdps, because tanks and healers are rare and those that exclusively pug are just as unreliable as the Devastator geared, super suicidal dps that populates pug warbands.
In groupplay its mdps>(=)rdps, it all depends on the comp you run, whether you are part of an assisttrain or a bombsquad and the format you play in (roam, scenarios, RvR).
Generally speaking every class is workable, provided it isn't exclusively pugged with ~ e.g.: you can do just fine running a WL/WH/WE (Csi warbands or Shiro and entourage comes to mind) in a 6man or 12man assisttrain, just let your pugs or w/e take the brunt and draw attention; nest your group(s) and pick off people one by one, people will pop within 1-2 gcds if your assisttrain is worth its salt.
Surely, you should avoid organized warbands and focus on pugfarm or encounters with other 6/12mans... there is little point in throwing yourself of a cliff.
TLDR: Don't expect to get anything done without reliable tanks, healers and general communication outside of soloroam regardless of your class; Devastator geared, lv 32 slayer in a group with proper tanks, healers and communication >>> pugs (#) >= BiS geared lonewolf.
Abbd.: If you offer absolutely nothing toolkit-wise, you still can lead ~ meh.
