forming an alliance bugged?

Hello, another player and i were trying to form an alliance, but it seems to be not working. Any suggestions?

Try it 20-40 times. Clicking very fast.
I'm not trolling.
We used it several times and it sometimes need a lot of tries in a very short timeframe.
