Yes, as others have mentioned there are/were a number of Order pug warband leaders who have tried to organize with 2/2/2 (no discord afaik) but none of them are on as consistently as Ocara or as effective as he is, and most of them burn-out quite quickly. Not to be unkind, but most I've seen are lacking tactically--they make bad decisions, get relatively few kills and wipe a lot. Part of that I suspect is the tools they're working with. The player quality, gear and composition are generally very weak and they're often fighting outnumbered as well. As is often the case on Order it's a struggle to find tanks, and if they can manage 2/2/2, the tanks are usually low level and in bad gear.
Ocara gets results, so he has a reputation that makes better/more experienced destro pug players want to join him. Whatever the reasons, Order pug leaders are less likely to get results, so the better pug players are less likely to join and instead form their own gank groups, roam solo, do SCs, x-realm, play other games etc. which means the pug leaders are perpetually stuck with the dregs.
