Guild Cloak design

My guild cloak design will not save. After completion of designing the cloak I hit save. I get a message similar to...

this action will cost 100 gold repeat this process 5-30 seconds to save.

I have 100 gold on my toon, and I try to design it again in 5-30 seconds, (which is hard to do) and it still doesn't save. any help on solving this issue would be appreciated.

Also any chance guild standards will work? I'm trying to build guild pride.
