Why would you blow someone in for power leveling in the first place? Maybe if they were actually exploiting something, like botting or whatever. But for powerleveling? Which is like the slowest, least rewarding method of leveling in the game?

Now, was there a chance at all that I would be caught for not reporting it? Of course not. Did it matter in the end anyway? Nah. Those power-levelers are still walking around willy-nilly lol.
The experienced is reduced, depending on level difference. But reduced experience from Lv 40 mobs is probably pretty close to the experience they'd get from Lv 20 mobs. And comes at the added bonus of being AFK while someone else kills them for them. Free XP > Effort XP
As above, there is a "rule" in place where anyone who doesn't report a reportable offense can be banned for not doing anything about it. If I didn't report it, no one would have known anyways, so I would not have gotten in any sort of trouble for doing nothing. It is a game. But its a game where bans occur frequently (in relation to other games - not total count).

It is a game. But its a game where bans occur frequently (in relation to other games - not total count).

To be honest i do not want to dive into the discussion if it is good when players denunciate others players. The big question is if it is everytime so easy to be certain whether somebody is commiting a bannable offense or not. For the specific situation, I asked them what they were doing prior to reporting them. Their response confirmed they were power-leveling, lol. So, they kinda walked into that one.Draugris wrote:

If its up for debate, I definitely wouldn't risk reporting someone. I'd hate someone to get punished when they were well within the rules, so I wouldn't risk it. For this one, they were 15+ levels below the mobs and definitely couldn't solo them. The Dev said the official rule of thumb is not to group with anyone +/- 10 levels away from you, so that's supposedly the new punishable threshold. Which is why I asked about the Ruin groups, since I often see people 15 levels apart between 25-39 grouping together. In those situations, I don't report anyone, because a 25 can technically solo the mobs (albeit very, very slowly), and they are actively attempting to participate. The reported offense was two players sitting back AFK while a 40 just cleared mobs - no assistance or contribution, which tends to be the deciding factor of helping vs power-leveling. It'd be different if it was just a quest or two. They were farming Stage 1 of a PQ (KV Ch 22 Bridge, Stage 1 is like kill 175 dwarves). Once the Lv 40 would complete the stage, they'd just AFK until the PQ reset then start over. So its not like they were trying to accomplish anything. And with them admitting what they were doing, it was pretty cut and dry.
There's too many ways to get banned (most of which people only know if they read every forum post - since its not like there is a Rules List on login, and most players don't even know the forums exist). But, its a privilege to play the game, not a right. So we either need to obey ALL of the rules or risk losing the privilege.

Good plan. I leveled a chosen to 40 in a couple of days during the xp event. Personally i just did pqs from 16-32, if its a reasonable hour in EU its pretty easy to find a healer and a couple of dps.
As a tank i set the pace and my pace was between 20 and 30 mobs per pull, on champ stages 2 packs of champs at a time. I reckon without the double xp event it would have taken me about a week to 40 but i did 16-32 in a day then full ruin and starter 40 gear the next day while hitting r40.
Still a bit behind on rr but getting into orvr will get him to rr40 quickly anyway.
