That sort of depends.

On DPS, RvR is way faster for renown/xp for me providing consistent action. On a healer, scenarios are way faster because of how little you get healing in RvR even if scenarios aren't consistent. Unfortunately all the gear you need on most healers basically comes from RvR. Heh

Also, please note that never ever group with someone 10 levels higher/lower than you in PvE. It is an exploit to do so until the code gets fixed according to recent rules discussions. Just a friendly PSA because I had no idea that this was the case myself.

Not to get off-topic, but I think this is a bit wishy-washy. Ruin farming groups typically are 25-39, but do not get any sort of punishment.

Not my experience tbh. I have a WP on order and a SH on destro and i found on both toons leveling via scenarios really really unrewarding over a set of time. Of course if you win everything fine, but if you loose (and i lost a lot) it is a waste of time. So going into rvr always and everytime netted me much more rr than anything else overall.

The way bolstering works, as aoon as you get a decent aoe attack, RvR becomes very good for renown leveling.

Level rank in pve, renown in rvr and SC's for fun and emblem farming.

Someone said mods +4 your level are better than mobs -4 your level and it really depends on class. If you are single target with no downtime i'd kill higher lebel mobs, if you're aoeing kill stuff at -1 to -3 and lots of them. Parry monstro mara for example can kill 10 -2 mobs in the same time as 1 +4 with zero downtime.

Yeah, according to the devs a level 25 farming ruin grouped with a 39 is exploiting currently because they are getting XP when they shouldn't be.

True, also depends on level. With RoA a Slayer can grind all day, beforw that the downtime is a pain.

Gotcha. Eh, I'm not disagreeing with the power-leveling enforcement. I agree it needs to happen. However, I caught someone power-leveling (a 40 pulling and killing lvl 40 mobs with two 20s in the party standing to the side) and told a GM. First GM ignored my message. Told the next GM, who replied asking for more details (names, location, levels, etc.). Gave all of the info, they said they'd be right over. Waited next to them for 20 minutes, never came.

I don't put much stock in power-leveling enforcement anymore.

...why would that warrant GM time when the xp itself should be pitifully low and not worth doing? isn't that sort of supposed to be the deterrent?
