Identify the issue
Ancestor’s Fury is not worth using in your damage rotation on a dps Ironbreaker. It is only useful when you have to run between targets.

Explain why it's an issue

I would say there is two sides to this. The first side is simply looking at the skill in the kit of the Ironbreaker and second is looking at the Ironbreaker versus the Swordmaster or Knight of the Blazing Sun.

The whole point of Ancestor’s Fury is to increase the damage of you and your Oathfriend. However by wasting a global cooldown on an ability that doesn’t do damage, you will lose more damage than you gain with 10% crit chance.

Then I would say it makes sense to look at the viability of the Ironbreaker versus the other order tanks to see if a buff would be justified. Currently, in smaller scale the Ironbreaker stands in third position compared to these tanks. I believe that some small buffs to the dps IB can make it a viable alternative for small scale setups. My proposed changes will hardly effect large scale balance of tanks.

Propose a viable solution to the problem
I have three solutions of which I expect two at least to be possible to implement. Currently this ability doesn’t require any target, so I’m not sure if it can be turned into a damage ability that in addition does a buff.

1) Let the ability require an offensive target and make it deal equal damage to Heavy Blow (excluding the DoT part).
2) The ability gives the caster a buff that on next attack, does damage equal to Heavy Blow (excluding the DoT part).
3) The ability gives the caster a buff that on next attack, does damage equal to the Heavy Blow DoT part with 100 grudge over 3 seconds.

The first might be the hardest to implement and removes the possibility of using the spell when running in between targets. The second option simply adds a damage component to the ability to not have a dps loss by buffing you and your Oathfriend in an offensive manner. The third option fits somewhat in the burst idea of the Ironbreaker, which is many small hits in a short amount of time ( Cave-In, Heavy Blow, Grudge-Born Fury).

Declining. There is nothing wrong with AF; not requiring a target can actually be beneficial depending on the situation.
