Bad news really. There's no 'good' answer. Suspicions are that you got yourself a virus of some sort that's corrupting your system files. Either way, it's likely not related to your WAR install. You can try a couple suggestions in that thread.

Check out this thread and maybe try updating your .net files remove any old .net frameworks and update to the latest version for your OS..

There are two similar ways to solve this problem. This missing file is a part of Microsoft .NET Framework, so the first way to fix it is reinstalling this component. You can easily find it on official Microsoft website, it's free. You can also download api-ms-win-core-libraryloader-l1-2-0.dll from extraneous website, for example fix4dll.com It's safe but don't forget to check it with anti-virus software. If you decide to download it without NET Framework, don't forget to add to to registry.
