WAR.exe - Application Error 0xc0000005

Whenever I click connect on the launcher I get this error message
"War.exe - Application Error"
"The application was unable to start correctly (0xc0000005). Click OK to close the application."

There is no ror log message of any kind.
I have made sure the ror exe is in the correct folder, and have used the unpacked copy.
.Net is updated and Direct X 9.0c is installed. d3dx9_34.dll is in the warhammer online directory.
The launcher is not blocked.
I have tried admin mode.
I have made exceptions in windows firewall and my antivirus.
I have tried it many times both with and without a VPN.
At this point I have tried to relaunch it many dozen times.
I even deleted and redownloaded both the launcher and entire client and redid everything from scratch.
I have also restarted my PC.

If anyone has any ideas, that would be fantastic cause I can't think of anything else.

Edit: Forgot to say I am using Windows 7 64 -bit
