Bugged tactic or this is normal?

Greetings!
I have question about witch hunter tactic called Sanctified Bullets. The tactic text says "Blessed Bullets of Purity will now heal you for 100% damage that they cause". The problem is the tactic is not working every time. Is there any % probability for it? Beacuse text suggest it will heal every time when bullets deal damages.

Yep that's how it should work. Have you any screen shots of combat logs?

Are you using the right bullets? It only effects the ini debuff ones.

Also dont forget trial by pain only ever procs 2 bullets

Thank you for the answers. No, I don't have any screen shots. Yes, I know about ini debufff bullets. I prefer to shot dragon gun. It seems to work right for now.
