How to level?
Any time I log in T1 has nothing going on, can anyone recommend decent grinding spots for Order so I can get to 17 and join everyone

If you just want to get out of T1 the fastest solo, then I suggest running quests until lvl5-7 depending on class. Then go farm a PQ 2lvls above you. Consider distance from camp(respawn point) and remember you don't get a wounds debuff from dying in T1. It can be faster to just die on then wait for your HP to regen. If you can find a group to farm with, all the better. Change to a new PQ every 2 lvls and you'll maintain about 100mobs per lvl.
You can queue for SCs during this time, but as a lowbie PUG, this can often lead to wasted time with negligible gain.
If you care about RR more, then go hop around the ORvR zone. Join an open WB, and if you don't see one start one and post up in /t1. People will join.
Doing a mixture of all 3, depending on activity will get you to the higher tier with quasi decent gear and at least your lvl in RR, in about 6-8 hrs of casual play.
Lastly, it's lvl 16 you advance to the real party. Gl.

I suggest planning some further pve grinding, aim for r25 and mayhem set. While I mostly enjoy the merge, I've just tried playing with a fresh r16 character after trying out some mayhem/devastator geared toons prior to that.
These geared r25+ guys feel perfectly fine bolstered. Anything below that is just feels bad and you don't wanna stay there. No essential tactics, poor stats and most people in T4 are quite open about not getting anything below r40/40+ for their groups/warbands.
