Statement 1 : BL is not "on par", it is BiS for many classes, from filler (2-3p) to nearly complete set (5-6p). Devs usually want, with time, to help new players to catch up, to reduce the gear between new and experienced players, not to widen it. I have never seen it, in any game.
Statement 2 : Saying BL isn't a wild improvment is not an answer. It is better. Period. People are min-maxer. We want every extra tiny bit of stats. There's a reason a 24 talisman costs 3 times a 23, which cost 3-4 times more than a 22. People will feel frustrated for not being able to reach older players gear level. Not only they'll have less renown, they'll have worse gear.
Statement 3 : Introducing new PvE sets like Rare Fortune or Onslaught doest not solve the issue of removing BL since either:
- new PvE sets become BiS thus BL will never ever become contested again when it comes back
- new PvE sets aren't good enough and you're hugely hitting your new players/alt base by removing BiS gear
Issue raised by wargrimnir : Beastlords aren't contested enough, thus missing their PvP component
Basics of the solution : Like in economy, reduce the offer, increase the demand
Ideas : Some are easier to implement that others, some require coding
A) disable BL one week on two - reduce the offer by two
B) create a quest that requires to kill all 6 BL : as a reward, you get (for instance) 3 Seal of the Paragon + 3 Conq Med - increase the demand with a reason for *anyone* to help for a BL, but small enough so people don't farm it for the rewards. Thus, more groups forming to fight for it
Harder to code since it involves spawning:
C) only spawn the BL randomly within the first hour a zone becomes active - reduce the offer, make the spawn easy to target so more PvP around it
D) Increase the timer - reduce the offer
Supbar options:
E) Delay the closing of BL by a month (31/7), to be re-opened 15/9, thus making BL hotly contested for the next month as people will know it'll be closed for 1.5 month. 3 days notice, during the week, I know some people who found it harsh to miss their last piece by so little
F) In the same patch you disable BL, make BL gear available in the new PQ. Or a new questline. This would be even less contested, but at least, it would keep the gear available
Conclusion : Please, do not remove BL gear. It is BiS. And this is coming from someone who was complaining to his guild last week-end about wasting time doing BL instead of going RvR.

Dude, they are not removing BL gear, they are merely taking a hiatus. They will add new T4 gear, and BL will be back eventually and quests and bosses probably will be changed somewhat.
