Im level 14 now (witch elf) and still didnt find any Helm and Back (cloats) armor. Any. I did all quests in norsca & nordland, completed also a couple of public quests there, got all influences from the chapters, im now in ostland and doing quests here and still dont have any helm & back while there are MANY players out of there with lower levels whom HAVE helmets and backs... so my question is - where i make a mistake?

there are grey coloured helms dropping for rank 9 and r11 players, plus there is a lair in Ekrund that drops blue helms.
Helms and shoulders, as well backpieces are somewhat rare drops, maybe 1 in 20 or 1 in 50 kills of killing random stuff might drop some useful stuff.
Alternatively, there is an Auction House in IC/Altdorf where you could sell useful lowbie stuff you might not need, and buy the missing gear pieces you want.

RvR item drops are bit rarer I think.

The lowest level cloaks and helms that drop are level 9. Just check the AH, I'm sure you'll find a lvl9-14 cloak and helm for your class.
