I bought a 750watt PSU alongside my 3GB Radeon R9 280x 3GB gaming GPU just to ensure I would have enough power for the coming years of upgrading I'll have to do; mainly for when I decide to upgrade my CPU/motherboard. However, I think the best way of optimising your hardware for Warhammer Online is to keep your drivers updated and format your entire HDD/SSD from time to time. HDD issues are what's causing extreme load times and lag for me at the moment.
I presume you could stress-test your PC during Warhammer Online and benchmark it, to see exactly what part of your PC may be lacking for this game's monstrous unoptimised engine.

Ah you should be fine. I run mostly exactly that but with the GTX970 and it runs on 350ish Watt total, during a stress test. I very much doubt WAR stresses your processor and video card that much. First thing to note is that while an inadequate power supply can have degraded framerate as a symptom, it is almost never the only one. If this were the case, you'd not only have FPS problems, but also rendering problems, screens turning off, application errors, disk I/O issues, Blue Screens of Death, freezes, crashes, system failures, seemingly random shutdowns, your computer refusing to boot, and in really bad cases even hardware damage. Or a random mix of any of those.
Second, very few people will actually push the needs of their machine beyond 500W. Even an i7 and a Titan won't realistically push it above that. This is especially true for more modern hardware, which has seen a trend that pushes towards better power efficiency and lower temperatures.
Third. RoR is an old game and poorly optimized. I have a top tier rig (for work) and the game still runs like arse. Nothing new there.
So, unless you're having issues as described above in every other aspect of your computer habits, it is highly unlikely to be a problem with your power supply.
