Although the existence of this topic after you close all statement on the SW to me is a mystery, at least iem below my suggestion for the balance.
Because the patch 31.01, destro side has gained an advantage in the formation of mele groups. They have a greater number of characters have AoE without limitation purposes.
My suggestion is to make a change in the ability Sweeping Slash (SW Assault), remove the CD and remove the restriction on the number of targets.
This will balance the number of characters capable of doing AoE damage (wo cap) on all sides of the conflict.

SW threads were declined due to the possibility of an .ab ex being implemented. However, it has been a while and afaik there is still nothing planned for SW, so I will be accepting SW proposals again (and reviewing the ones I declined). Also, this proposal is not really about a SW overhaul, but about realm melee-AoE balance.

Looking at the ability in question from an isolated perspective it has very similar features to other melee cleaves , but also some differences;
-It is a 25f melee cleave ability that scale's with STR (and requires the usage of melee stance)
-Its AP cost with 35 is equivalent to the marauder demolition ability.
-It does more damage then most of the other equivalent AoE cone abilities (with similar STR amounts) and i suspect the scaling is slightly higher.
SW has 2 potential attack steroids with which you can pair ur aoe spam with , one being No Respite (15% damage increase in 45f range) and Vengeance (25% damage increase for 10s 30s CD) , for the purposes of raw damage increase and consistency i rate them lower then mara ( crit damage+piercing bite) and slayer/choppa (50% increase) but higher or equivalent to the rest.
It however sees almost no usage, mainly due to its restrictive cooldown. But given the fact that it does more raw damage the question that needs to be asked is should a Cooldown removal follow together with a damage reduction and/or an AP cost increase.
Looking at the whole class now , due to the nature of how the class works (stance swapping) , it would be very easy to make a spec that includes said ability and can still preform in a mid-range to long range fashion without sacrificing too much of anything in the core spec ( It might however require a tactic swap)
In my opinion i think it does warrant a cooldown removal , just due to the nature of how similar the ability is to other cleaves , but i would keep a close eye that it doesn't end up being a staple in every build , just due to its 'potential' power in a large scale encounter (keep defense/attack etc.). SWs lack of an Overpowered and consistent attack steroid might warrant its current damage but i would still be watchful.

Given prerequisites for SS (assault stance, for optimal use str/crit in rr, playing melee as a sw which is already very challenging and niche), I think suggestion is fair. Would incr spec variety (as opposed to monotonous skirmish spam), and help give melee sw a role in larger environments.

I've no argument against SW changes, especially the Assault spec, but the OP premise is based on the conditions of an experimental RvR patch that, as far as I know, is still being evaluated and could change at any time.
I don't mean to be a killjoy but it seems like an unstable basis. Unless the plan would be to update this class change as the RvR changes evolved?

You are correct Sigimund. There is no point in discussing this until we know what will be the definite, final state of AoE in RvR.
