Ahh yes this. And debolstering. You may find that T1 is an interesting prospect as T4 shamans come back to T1 to frontline tank, bottle up WCs, heal and outrun your mounts.
The hue and cry is that debolstering locks them to level 13 with a host of other
restrictions whereas legit T1 characters can be up to 16 with more options gear and skill wise. All of that is true.
Yet I have also watched them simply ignore around eleven toons pouring their keyboards into it. I have watched one alone on the field just dance while a knight, two shadow warriors and a bright wizard did everything they could to even get its attention. After failing to get it below 90% they all just gave up and left.
And because you can't kill them you also can't kill whomever they choose to keep alive. So Shamans are a massive force multiplier that can wear down the will of T1 Order eventually shutting down the field. Having glommed onto this organically, destro fields a lot.
Archmages have some of the same advantages but they are not as strong and they don't have the get away tools so they will spend some time running back from the war camp.
I couldn't speculate on why these aberrations occur but the mere mention of them causes a slew of “harumph harumph working as intended stats and figures looks good on paper harumph harumph”.
So if you should happen upon a shaman in T1 that takes damage like a Knight and does damage like a Wizard while keeping everyone else alive ad infinitum. Just know that this is not the tier you are looking for, re-spawn and go on your way, move along.
