Proposals (Declining topics)

I have a question based on your rule for the Proposal forum:
"Topics formatted appropriately and supplying evidence for a particular viewpoint should be moved to Discussion regardless of the moderators' personal opinion about the topic. Their role is only to ensure that the likes "omfg sorc op pls nerf" don't make it to a discussion. If rejecting a topic, a post should be made."
The thing is atm many proposals get declined because of point of view opinions from the balance moderators e.g.:

1)Declining, WE/WH already received a few buffs (better ranged snares, swap Kisses/bullets while stealthed) so imho there aren't any issues with stealth anymore.

2)Declining. There are no issues with Keep on Choppin.

3)Declining. Balance should be discussed based on group play, and in this case Zealot's don't need to bypass resistances since they can always run with a Black Orc (who has possibly the strongest Corporeal debuff in the game, WAAAGH!).
Corp resist is not one of them; you could have mentioned AP starving which is the BIGGEST problem they have) as well as focusing on RP having a harder time applying their heal debuff as AoE (that's the Zealot's biggest utility)

4) Declining. There are no issues with RL.

5) Declining. GtdC is not meant to be used as a pull like TE or Rift.

6) Declining. Good BGs have no issues in keeping their Hatred up, and BGs can easily spec for super tankyness.

So I suggest adjusting the forum rule or move topics who stay in the format to discussion.
Posts like "There is no issue with keep on choppin" is just the opinion of the moderator and shouldn't be declined based on that. It doesn't matter if he is correct or not. Based on your rule when the topic is in correct format they get moved, they get discussed. Based on that it will be decided what will be done.

This is not meant to be a flame against the forum moderators but atm. a different moderator could have decided differently about certain topics which I think shouldn't happen. The balance moderators should be neutral and shouldn't have the ability to decide if certain things are issues or not. Even if they think they are giving the correct response to certain issues it's just their viewpoint. Since the moderators are playing the game they will have certain positions, viewpoints and this is a problem. They will have certain positions and no matter how much they try to act neutral.
In order to make a serious decisions how a class should be balanced you need several opinions and in some cases you won't get them because topics are getting declined only based on one.

Hmmm...i have to agree

Penril just coming in and say "there is nothing wrong with the ability", or that "X ability is not meant to be used as a Y" etc etc does seem like hes just declining based on their opinion and technically does go against the stated rules

I agree that it is unfortunate that it appear as bias / a particular POV however due to completely unrelated circumstances Penril is leaving as balance / forum mod as he has less time to spend on the forum.

This also means that until further notice Im afraid I have to close to the balance board and move the entire balance discussions to an internal process until a revision of the system can take place and/or we find another person that can do Penrils job as good as he did
