Thanks Zulnam and everyone, great to get such help. We're off for a reinstall and see what happens.

And a happy ending, reinstall of OS solved it. Didn't have to do the full reinstall just the Windows 8.1 'cleanup' option. If anyone else ends up with this problem that's the answer that worked for me.
