that increased the lower tiers population quite abit since alot of people then could take their time and farm their own desired renown rank/inf rewards before leaving any tier with the alts created. now that wasnt a perfect solution then either since it allowed for some heavy "twinking" and evil lowertier premading, though i never personally experienced it as a real issue
i can understand if others(newer players for example) might. back then you werent restricted the same way in how you could allocate your renown points pending on level as you are in ror so maybe this wouldnt be a problem here at all?
anyway just a thought, whats your opinions on this?

The very idea of tiers 2 and 3 suffer from an inherent flaw of being a transient population. Tier 1 gets plenty of fodder from people trying out a new class, tier 4 is the final stop. But the purpose of the middling levels is to progress toward the higher levels. I know that sounds obvious when stated so plainly, but we're talking about how to make the middle tiers full enough to be fun when they are transitory in nature.
I think the solution to your stated problem, Grimnir, is counter-intuitive. Right now there's a vicious cycle that keeps the middle tier population down. The population is dead, therefore there's nothing to do but grind mobs which makes the middle tiers boring. I have 3 characters at T4 in Destro side now, all leveled in last 3 months. Here is my feedback.
First toon, Marauder, leveled normally in October/November. T1 and T2 was fun, leveled mostly with RvR and Scenarios. T3 was empty, couldnt find enough action to get levels from pvp. There was a quest exp bonus however, so quested my way to early T4. When I was 40 I knew roughly how to play Mara due to experience in T1/T2.
Second toon Chosen, mostly powerleved to T4 during the x3 exp in T3 period. Paused powerleveling in T2 to do some RvR because T2 was active and fun. T3 still kinda silent so kept powerleveling afterwards. When I was in T4 and tried to do scenarios I was totally clueless about how to play a tank in rvr. I had to sit down and have friends give me tips on how to play. There were other people whom I helped powerlevel to 40 who had smilar problems.
When you powerlevel you really miss how the class works in a group enviroment. You try to read up on abilities but there is too much information to take in at once. It certainly takes more than 2-3 hours to get used to the class afterwards. You are missing a lot of relevant experience if you skip RvR at previous tiers.
My last toon is a witch elf, 34 now. I mostly leveled her in December. I was able to play with her in T1, T2 and T3 RvR. It was alot of fun. My best moments were in T3 and there was so much action going on in T3 at one point that I thought I had enough and continued onwards to T4. Leveing this toon without xp bonuses wasnt really a problem. got alot of levels from RvR anyway.
So last time I was in T3 it was 2 weeks ago and in my opinion it was quite active. We were quite sceptical about the new T2&T3 merge at first but in my opinion it worked quite well to get action going in those areas.
There were of course times when I logged on and could see no RvR going on in T3. while for example T1 and T4 were active. But I think that is normal in this server.
I also don't get why people still say T3 is dead as it clearly wasn't in my experience. It was dead 2 months ago but now there is a lot more action going on.
TL&DR: T3 looks fine with T2/T3 merge. But if something has to be done, you can always nerf engineers.

So that way when there is low populations, people will actively go for the best way to level up, which will also magically be the place where you can get ganked and killed, promoting making parties there, promoting making parties to kill people there.
If you on top of that put the decimator/obliterator/devastator drop rate back to what it was on live, then people will really have a lot more motivation to actually play pvp.

There was also the nerf to RR/Inf gains from capping BOs. I would often go elf t1 to cap the BOs to get some nice exp and renown at that level and often run into order groups that had the same idea and have some fun 2v2 and 3v3s, thats pretty much gone now. I know for a fact people in t2/t3 don't even want to cap BOs in dead hours, they just stay farming the champs for the exp to level out quicker rather than get the extremely low inf from capping it.

dinged 16, prompty decided to go check out t3 rvr. There was 1 shadowwarrior and me as a RP agaisnt 3 grps of destro. Not sure where the heck Order was tonight, but I guess it was good to see that at least destro was active in t3.
Also, how in the absolute heck do you put siege weapons down on keep defense? Did they change it from live? I couldnt figure it out at all.

I would only reduce T2/T3 prices.
On a different note, T4 anni set is significantly more difficult to get than merc, as too many people roll on keep bags and you basically only get medallions for locks and occasionally lucky rolls among 24 other people. Might be different for premade players.
For emblems you have a more reliable income.
Dying is no option.

Because currently it makes sense to simply skip and buy the higher RR one.
If I save 600 emblems for a staff, might as well save 800 and buy the higher renown one because by the time I reach those emblems everyone who has played that many t4 scs should have the renown needed to use it.
