I'm also having the same problem. I've tried logging in a handful of times in the past few hours, and get a notice that the server is offline, even though the website says it is online. I uninstalled anti-virus and allowed the launcher through Windows Firewall, but no change. I'm located on the west coast of the US.
I'm in an apartment complex with a shared internet connection, so I'm unable to access the router settings, unfortunately.

There seems to be a problem with the routing between the american continent and europe (or maybe only UK). Don't deactivate any anti-malware/firewall stuff, this is no problem with your equipment.
You can try to ping non-UK IP-adresses, to see if it's only a UK problem.

Maybe there was some reconfiguration on this and now every american is considered a terrorist...

I did some extensive Wikipedia perusing through your link. It seems EA, Games Workshop, Microsoft (Server 2010), Gamebryo, BioWare, maybe even Origin (or whomever owns whatever's left of them) could possibly get ComCast (NBC/Time-Warner) to throttle or truncate our ability to log into a game that seems to (this layman who knows NOTHING of the ins and outs currently, so be nice...) ride the fence on whether it's open source, freeware, or official abandonware. I mean, did my publishing 90 second recordings of my playtime (in an attempt to entice more players to our community) regularly on Plays.tv get seen by some EA groin-slavering employee with a grudge at WAR's creators/original devs so his/her tears were extra 'crocodile' when they were shed while groveling at dEAth's feet?

I just would like to play. Many of my North American 'neighbors' are able to play. Do we cuss too much here in sunny California?

If you live in california (so close to south america), i think it's realistic that you could have the same routing problems as the south americans.

Sometimes packets crossing the internet are confused with illegal torrents and throttled down or blocked by certain ISP's. If that's what's happening then that's a real bind we find ourselves in since server is unofficial.
