Because they are not. I have sent in pictures of the same 6 to 8 people, in multiple games in a row. This is not slow time, but actual server prime time where there should be enough people populating tier 4 that does not happen. If it was low geared people it would probably make sense, but people in soverign, multiple people, tend to get that way not from solo farming sc's. They start out in the all scenario ques, roll everyone who gets in with them, then when that dries up switch duos every game. I have heard people talking about this, and once even on advice late at night. I did a who /dm but there were none on so simply sent in a report.
Something like 30 sc losses in a row today, the last 15 in nordenwatch only. And while they were not the 5 to 500 blowouts the others were, they were all 50 to 70 v 500. People say "you need a premade" or "this is a group only game" but it wont survive without pugs filling in for numbers with their 2 or 3 hours a night free time. As of right now, I wont play, and I wont be back for a month. There is no way I am playing in this state.
And forget world pvp, my time zone order might as well not exist.

Solo/duo is allowed. Nordenwatch is the only active scenario with this ruleset. It changes weekly-ish.
Sovereign is not in-game. They highest level gear is Annihilator.
You will commonly encounter the same enemies during low population times as 1 scenario in rotation is likely, although at least two is ideal. We can do literally nothing about that. I'll also add, during EU prime, RvR is far more common than scenarios.

I would like to make a suggestion to "only" allow solo queue for PUG SC.
The intention is for pug to run SC and not get completely shut out because realistically speaking, you see the same "sets" of people in Nordenwatch which I suspect they queue 2 at a time.
Alternatively, make three rule sets
1) Solo ONLY - one SC per week
2) Duo + - one SC per week
3) Anything goes - rest of SC
What does everyone think?

sorry, mixed up the names of the gear. But the examples I was giving was during my early moring, or EU primetime. If they are always going to be the same teams, what is the point?
Mabye this is taking it too far, but why not break up scenarios in tier 4 to 32-39, and last tier 40s. Or do it as rr 1-39, and rr 40+ in tier 4 scens.

Ruin is statistically only ~2 levels behind anni/merc, and for many specs is actually the Best set you can get. Not to mention, the bolster mechanic drastically boosts your gear to R40 provided you're wearing something reasonably close to your current rank.
Breaking up scen brackets means even less opportunity for low population times, as scens aren't a huge factor in EU time, it does some damage there as well. I don't think bracket modifications are totally out of the question, but we would need to essentially merge too many levels together in order to have healthy queues.

Sorry I'm in my mid 30s now with family obligations so I play because of nostalgia. I get 1 hour of guild premade at most most days (and I have no complaint there) but for "solo" SC... I rather just see actual "solo" players instead premades so at least I have a chance.
The mechanism already exist for the solo to duo SC, changing and specifying the SC from duo to only solo should be simple. It's not like we're asking for something net new here. (low dev work involve I imagine)

If the OP is Beardypete the engineer R40 RR23, alls I can say is stick it out. It will get better as your renown ranks improve. You've done pretty much all you can with the Ruin set you have on and the Tome unlock rings, just stick it out until you get up around 35 renown and it'll get much better.
My advice is to roll in ORVR for more protection than you'll get in a PuG SC (law of large numbers) and soak up some renown from ORVR as you can. You'll be amazed at how small contributions add up in ORVR and soon you'll be RR35 and able to spec into more survivability and durability.
It's frustrating to face the RR 45+ players, but in ORVR, you have 23 others behind you helping out going for one objective. It'll be more fun than getting smoked in SCs and you'll benefit more. If you only have an hour, spend it in ORVR.
