Chapter Influence from PQs

So, a while back, most(?) PQs did not work. BUT, most(?) you could farm their npcs in order to get each chapter's influence rewards. I find that most PQs don't even grant influence from killing its mobs, even from PQs that used to work. Was this done intentionally?

One PQ that you were able to farm was the one right next to chapter 8 Chaos in Troll Country. But killing their mobs no longer grant influence...

I don't mean this to be a bug report, I'm just wondering if anyone has noticed this as well.
