can i know ip for registering on routing path
because Avg ping is too high so i want to use vpn?

Depends on what connect means for you.
The IP-adress is hosted by OVH and it's likely the address of a firewall gateway.
I guess you sent pings and got no answer; pings are sent via ICMP, which doesn't mean that you can't connect with a different protocol. This firewall probably simply doesn't answer to pings.
